MacOS 13.4.1 Mac Mail send again function drops the graphics

I'm using MacOS 13.4.1 Ventura. I've used the send again function in Mail to share emails without quote lines or other formatting that changes the appearance of an email. With this version of Ventura, I find the new email doesn't carry over the graphics from the original. I'd like to figure this out, because I use this function to send email previews to clients. My old computer did this seamlessly.
