Mail does not start if "Bundles" folder exists

I tried to install the new GPGMail Plugin and failed, after starting "Mail" itself. Just removed the Plugin from Bundles and everything worked again. Next try was to just create an empty folder 'Bundles' (without any plugins) and it even failed to start.

Any hints?
