I installed the 2019-001 Security Update for Mojave yesterday on my late-2013 15-MBP with GT750M, and then later in the day opened FCPX to do some work. Completely unusable. By that I mean it opens, and asks to update certain libraries (normal for the recentlly released 10.4.7). But when I click on a menu bar item, such as File or Window, instead of a dropdown of choices I get hints of something broken. No items, but faint outlines with what could be code, "slash mark" tears in the main window, and so on. The attached image usually occurs when I click on File.
At first I thought this was just affecting FCPX, but now I see it's affecting all my apps, Apple, MS, and so on. I have hard-rebooted - and no effect.
Any one else seeing this?

Fixed by re-applying the security update.
I have to say this week's updated are unimpressive. I had the timer function on my Watch freeze a day after applying OS 6.
Now if I can just find the "resolved" button...

Select the 3 dots, "Edit thread" in the right corner of your Post #1:
