Messages on Mojave, partial sync

I'm having a peculiar issue. Messages syncs on all of my newer devices. However, on my 2012 Mac Mini Server, which I have running Mojave for 3rd party software reasons, it only partially syncs. Only my phone number is toggled on all devices for Messages and on this Mini both Enable This Account and Enable Messages In iCloud are checked. When I blocked an Android or VoIP number, it works on all devices. When I try to block another iPhone, it does not block the number only on the Mojave machine. If I change an contact name associated with an iPhone, even a blocked contact, the name updates so Contacts is syncing. Aside from Messages on this Mini just being corrupt, I've used this machine hard, is there some reason these blocked contacts are not blocking on this machine that I'm overlooking? Thanks
