Messenger stops sending notification at least once a week. The one and only solution to fix it is turning off and on the iPhone. Unfortunately it is not a permanent fix. II have to do this at least once a week. Maybe this is a Meta issue. On the other hand it also looks like a iOS 17 problem. Especially that uninstalling doesn't help. I've never experienced so many issues bug etc on previous iOS systems. Never.
