I know that I can use Migration Assistant to migrate from another machine or from a Time Machine backup.

Should it be possible to Migrate EL Capitan one partition to High Sierra on another partition of the same drive? or would it have to be from an actual backup ?

Migration assistant presents all of the mounted external volumes that have OS X installed. So I would think that it would present any internal volumes as well. I don't have two OS X volumes on my internal disk, though, so I can't say this from actual experience.
