iPhone XS Max Mime attachments

guys - in IOS 13, suddenly mime attachments aren't opening. Mime attachments are just an .eml (email saved from outlook) and when I open one within the mail client, it simply creates a new mail message with the .eml file attached

Any ideas?

I’m seeing a lack of response on these forums off late. Are there any other sites I should try
