I have a MobileMe account and my wife just per ordered the IPhone 4 and doesnt want to pay for MobileMe account.

My question is can she still upload her calanders, contacts when she connects her phone to macbook?

I know she wont have the push notification for calander, contacts, address and an me.com email address.

Yes, I'm sure iTunes syncs contacts etc when you tether it to your macbook.
Under the "info" tab with iPhone connected it should give you the options.

Correct, she will just not be able to sync "over the air", only when her iPhone is connected to iTunes via cable.
