Mojave takes 20sec to get internet back after period of inactivity

Anyone know what could be causing this? After a period of inactivity, whether that is waking the computer or leaving it sitting for awhile, once I start up Chrome it takes 20 seconds before a webpage begins to load. Its a reliable 20 seconds and after that long delay everything seems normal.

I thought it was a DNS issue so I changed it to Google's DNS but it didnt help. I was on Sierra last and never had this problem.

My network connection is lost often on all my systems since upgrading to Mojave GA. The beta on my MacBook didn't have issues. I waited on my iMac for the GA, and didn't run the beta, but I have had several network freezes today. The computer has to be rebooted to recover. Same on a 2014 Mac Mini and the MacBook. pita..
