I currently have a 256gb iPhone with thousands of photos.

iPhone 11pro will likely take more space.

Am I better off going with a 512gb phone? Or upping iCloud to 2TB? (Assuming it’ll keep the originals in the cloud, with thumbnails locally stored on the phone?)

I have a 64GB iPhone (around 20GB free), and just keep all my photos in iCloud (around 10,000, on the 200GB plan). Works out a lot cheaper than buying the higher storage option, though of course there is a little more inconvenience.

me and my wife both uses 64gb and all my other family uses 256gb,

i just use 200gb icloud storage for pics and stuff and have my wife shared on with it.
using 70/200gb so far.

I prefer more storage as I'm often in places with poor/absent signal. Even with a good signal, there's a definite lag in getting media you want if it's all in the cloud vs on your local device.

But, really, it's a preference/use-case thing.

Personally, I'd go for more storage. But that's what fits my usage scenario. There are many here who are able to successfully get by with 64GB and utilizing cloud storage and streaming solutions exclusively.

Sounds like more storage is a safer bet.... I’m in the dinosaur ages with a capped data plan!

I have (access to) about 12k photos and tons of video but I don’t store the full resolution on my device. It’s rare I’m not near a signal and when I’m not it’s rare I need a specific photo or whatever. I get by on the 64 fine and have 34G free right now.

How long does it typically take to download the full strength?

The other thing I’m thinking here is the 4K and triple cameras will certainly eat up lots more data.

Full what? Download to and from photos can be slow.

Both for me. Enough storage to hold all my photos and store them online. Which for me, is the 256gb iphone with a 50gb iCloud plan.
