My guess would be that you need at least two elements selected to make that option available...

I don't believe you can in the properties. If you drag the text layer and have snapping enabled in the viewer, you can snap to both the baseline and graphic center of the text. Also Object > Alignment will allow you to graphically align multiple objects.
