iPad Mouse on iPad vs iPhone

I added a Bluetooth mouse to my iPad Air 2 and the cursor lag is very slow compared to the same mouse on my iPhone X, where the cursor speed is butter smooth. Could this be a limitation of the older iPad or is anyone else having this issue on newer iPad?

If it were doing it on my iPhone I would put it down to being a cheap Bluetooth mouse.

It’s the same on iPad Mini 4 but fine on iPad (latest version 6th gen??) but that’s running iOS 13.3.1.
