mouse rollover not working in any app

Hi all,

i'm using a macbook pro and whenever i move the mouse pointer to a position where the mouse pointer should change eg resizing a finder window (double ended arrow should appear) or clicking a hyperlink (the hand should appear) etc, the mouse basically flicks to the pointer it should be and then back again. this is happening everything single application including Creative Suite where it is at it most annoying.

any help would be much appreciated

Simple trick (might work, might not):
Have you tried rebooting?
