I am the primary account holder in my house, so my iCloud account is the family sharing creator, and the one I log into my Apple TV with etc.

This means its my photo reel shared on the Apple TV.

Is there any way of having others iCloud Photos visible on the TV via their own accounts?

Everyones profile has been added to Apple TV but it doesnt seem to work very well?!

Unfortunately no, however if you create shared photo library’s and add photos to them then those will show up if you enable it in the settings.

Is there any risk to logging out of my account - the one always used for ATV - and switching to another Apple ID for the iCloud photos?
I am not sure what all I will lose with the alternative ID but I do not want to experiment if such a test would require fresh logins to all my ATV apps. The alternative ID is the only one with iCloud photos.
