I haven't downloaded all my music locally on my iPhone. When I'm connected via WiFi, these songs in the cloud can be streamed. But when I turn off WiFi, the songs disappear and are thus not available to listen to.

How can I choose to stream these files on cellular as well as on WiFi?

I'm assuming you're using the stock music app. Try opening settings -> iTunes and music store. Put a check next to use cellular data.

I was indeed referring to the stock app.
