Kind of...

In iTunes I have a bunch of music that I have said should sync to my Phone.
And on phone I have a bunch of music.

And the two collections are remarkably close, but they're not the same. I stopped syncing music (unchecked the option to sync music in iTunes) and clicked the box again and everything tried to re-sync. Took ages, appear to work ok.

I have told iTunes to sync Audioslave's self titles album:

And on my phone, I see the album.

But it's not syncing all of the tracks, it won't sync track 2 (Show Me How To Live) because somehow my own personally owned copy of the song is not available in my region:

This songs plays fine on my desktop (iTunes).

It goes through the motions of syncing, but what appears on my phone is really quite different to what I tell iTunes to sync.

Some albums appear even though the checkbox to sync the is not checked.
Others do not appear even though the checkbox to sync them is synced.
And as above, sometimes there's only a partial sync.

Any idea? How can I have it sync music from iTunes to my iPhone as it used to?
iOS 14.4.2 iPhone 8 Plus
MacOS 10.14.6
iTunes 12.9.9.5

I do not use Apple Music.
