Carrier new iPads ship unlocked

After looking at the Apple online store it seems there is no option to choose a cellular company when purchasing the new iPads. I think they are shipping unlocked this time around

Maybe... sorry I thought they were carrier unlocked because you had to choose a specific carrier model in the past. Last iPad I bought I had to choose a carrier and was told that was the only carrier that would work on my iPad

Yea, I always thought they shipped unlocked but were still carrier specific. Has this changed?

When you say unlocked and carrier specific that sounds contradictory. My current ATT iPad will not work if I place a TMO sim in it unless I get ATT to unlock it for me
