Say I back up my 64g ipad, but i am only using 10g of space. Then I break it by accident. I want a new one, but don't need the 64g again. Can I buy a 16g and load up the backup on this new one?

Yup.

Backups are independent of device, it will work providing you have to storage to accomodate the restore.

Plug in 16g iPad. Fire up iTunes. Right click iPad, restore from backup. Select broken iPad from dropdown list.

Done.
