MP 6,1 New MBP works fine but Launchpad content messed up after MacOS upgrade for older MacPro

I have a 2013 Mac Pro 6,1 that runs the latest version of MacOS. In the past few MacOS updates, the content of the Launchpad messed up. I had organized the Launchpad so that various apps were inside some folders. But after a MacOS update, the content messed up. On the other hand, I also have a 2019 MBP and its Launchpad content did not get messed up after the same MacOS updates.

Is this another Apple scandal that tries to make us replace our older Macs with new ones?
