Ok so I have a security app that only sometimes sends push notifications when it should. I tried EVERY setting. Wifi vs cellular, turned off notifications and back on, reset my phone, Deleting and reinstalling the app, tried do not disturb on and off, background refresh literally everything. Sometimes it works, then it won’t work for weeks. My iPad Air 3 was working perfect then this morning isn’t getting any. Is there some other setting I’m missing? All my devices are up to date, and so is the app.

Might be on the app developer, as if I recall correctly, push notifications are pushed by the app developer's back-end, nothing really to do with the app. So if they are having server/comm issues, bug, etc...
