but what does command+shift+ctrl+4 do?

it brings up the same crosshair for selecting, and allows you to still crop a part of the screen, but after the cropping, nothing happens.

what's the purpose of this?

Adding Ctrl to any of these sends the shot you take to the clipboard instead of the desktop as a PNG.
