Okay so as we all know, there is a gap between the top of the screen and the frame in iphone se 2020. And in this gap i see something that looks like dust, but i tried to remove it and it didnt work. Can this thing possibly be waterproof seal rather than dust?

The iPhone SE isn't waterproof. It's "splash, water, and dust resistant."
