iPad "Open In" now showing more than 10 PDF apps in 5.1.1

Hi, last night for the first time, the pdf "open in " feature started showing all my apps - 30+ - that can open pdf files. Previously it was limited to ten, the known limit and not supposed to change to ios6. I've been running 5.1.1. for some time and I don't understand what is going on. Any insights?

This changed after I removed a PDF app that Open In was using as one of the ten.
