Pages, Numbers not supported anymore??

So I tried to download Pages and Numbers from AppStore today into my clean High Sierra install and when I try to download them it says that the 10.14 Mojave is required? Are there any alternative sources for Apple software that they artificially lock out for the older macOSes so you have to update?
