password and keychain not work

Hi,

New 15 max pro and I did not transfer anything from old phone. passwords and keychain is on but passwords not sync in the phone. I see them in ipad. i cannot even toggle the sync off (clicking the toggle does not do anything). in reddit people seem to complain same issue. any tricks to get it work?

sometimes iCloud syncing can be very slow. Data should show up eventually
