iPhone 12 Pro Persistent low storage notification

My phone is nagging me about low storage, I have 31GB free of 128GB, within the setting it keeps alerting me of low storage however whenever I click it it shows me briefly an option to optimize my storage then kicks me back to the settings. Any idea how to fix this?
