iPhone Persistent Voicemail Notification 11.2.5

When someone leaves me a vm, I get notified -- that's fine. But after clearing the notification but not listening to it, the iPhone X KEEPS notifying me on my lock screen.

This never happened prior to iOS 11. Crazy annoying. Is there any way to stop it?

You need to either listen to the whole VM, or delete it to get rid of the notification badge.

I'm cool with the notification badge. It's the continuous popup notification on the lock screen that I want to get rid of.
