Personal Focus Suggestion prompts

I keep getting these Personal Focus Suggestion prompts every week or so, how do I get rid of them? I don't use focus modes. I don't get the same prompts on my iPhone, just the iPad. I have hit Don't enable every time, yet the prompt returns after a week or so.

I looked in settings I don't see any place to turn such prompts off, I don't use siri or siri suggestions on this iPad either.

This started with the iPad OS16 beta's, and it continues on normal releases.

I get these too and can't figure out how to disable the notifications. It's a bit annoying.

These prompts are annoying. One site suggesting enabling and then disabling it to stop the prompts. I tried that, but the prompts continue.
