Resolved Photo Stream is full - Force local synch of iCloud?

I have an iPhone and photostream/iCloud has run full. I have iCloud installed on my windows file server, but it does not appear that it has synchronized the photostream. Is there a way to force that? I would like to synchronize it to the cloud, so I can make a local backup and then delete them from icloud.

EDIT: Have found the web download of images.
