Hello this is concerning iCloud backup. What's the difference between Photos enabled vs. Photos Library enabled. Isn't all the photos and videos already in Photos app? What happens if I disable Photos but enable Photos Library or what happens if I disable both?

The Photos Library is stored in your iCloud account but isn't part of your iCloud backup, if the Photos Library isn't enabled then photos are backed up into that device's iCloud backup (and are only available on that device).

If you value your photos be sure to implement a 3-2-1 backup strategy. iCloud can't be counted as one of them.
