I don't see any photos usage in my storage, so I don't know how this impacts my phone storage. Has anyone encountered this?

If it doesn't show in your device storage, it's because you have iCloud Photos enabled. Check under your iCloud settings to see if it's there.

It shows on my iCloud storage, so will I need to worry about my phone storage regarding photos?

You have enabled Optimize iPhone Storage so that there is no specific storage information about your photos.
Tap Settings > [your name] > iCloud > Photos > iCloud Photos and select Download and Keep Originals. Wait for the photos being downloaded and then check iPhone storage.
