Photos & El Capitan

What are peoples experience of the 'Photos' app in El Capitan.

So my experience is that Photos opens find but has spent the day saying 'Updating' at the bottom of the photo folder. This is normally where it shows the number uploading / downloading.

Any idea what it is doing? Is this syncing to iCloud for El Capitan / IOS 9?

Mine has stopped updating, but it's spent the last 2 days uploading 2000 pictures that are already uploaded (stuck on 2000, the number never changes). Photo library is working perfectly between my iPhone and iPad.
