Another forum member mentioned that they'd turned off the parallaxing effect (the background moving independently of the icons) and seen some stability improvements. I've just tried it myself on my 4S and indeed things do seem to be working much better.

Personally I've never liked the parallax effect, and if you can live without it, this might be a good thing to try.

The setting is found under ACCESSIBILITY > PARALLAX

Worth a shot!

Ooh! Since I've disabled the parallaxing I can confirm that everything is looking a lot better on my 4S. No major restarts so far, and everything is much smoother and faster. This must be what folks on iPhone 5s have been experiencing.

I hope it stays this way!

Makes me wonder if the final version of iOS 7 would NOT have paralax option on the 4S because it "doesnt meet the hardware requirements".
