iPhone SE (2020) Possible to create a child Apple ID with existing data

I have an iPhone SE I want to give to a child. However, I’d like to keep the data on it (photos, music, etc) but still be able to control the screen time passcode etc. Basically, I want to let them use my account but with restrictions to limit inappropriate content online. Is this possible?

P.S. Using a screentime passcode on my account will not work for the situation.

I did the same last year for my daughter Zoe. I gave her an SE. I had to create her an apple ID as a child account. Everything is handled and controlled by me.
