No matter what I try, all the usual system resets etc. I cannot get my mojave 10.14.5 install to enable SIP.
The 1st photo is SIP showing enabled in a Terminal window from Recovery boot. (cmd+R)
The 2nd photo is SIP showing disabled in a Terminal window from the running system.
I've tried booting from several different cloned drives and even an earlier ver.10.14.3 drive all with the same results.
Which one should I believe?:mad:

Odd... mine shows enables while booted normally.

Did you do a csrutil enable while in command-r recovery?

Yes I did, that's when I first noticed the problem.
I think I know what's happening, after running for some time with SIP disabled and deleting a lot of Apple installed apps etc.
It would seem that SIP even while showing enabled at the command+R level will not activate at the system level with all the missing parts, at least that's my best guess.
This theory is backed up by the fact that a new clean install has everything working as it should be again.
So based on this I'll mark this thread as "Resolved"
