iCloud Problem with activating Advanced Data Protection because of Win-iTunes?

Hello!
After I have remove my last old iOS-devices from my account I wanted to activate the Advanced Data Protection.
Unfortunately Apples system tells me I need to upgrade two Windows devices before I can finish the activation.
What I do not understand is, that I use the lates iTunes version available from the MS-store there, but I do not use iCloud on Win nor is the iCloud-software installed.
So what do I need to do? Can I simply log out from iTunes on these Win-computers, activate Advanced Data Protection on my iPhone and then log in into iTunes on Win again?
