iPad Air Problems moving handwritten notes on Freeform

Hello,
I'm hoping somebody here can help me with this. When I write text on a note using the keyboard I can move the note and it's text as a whole anywhere on the board. But if I use the Apple pencil to do handwritten text on a note when I later try to move it text and note get separated, I can move the note as a blank and then I have to drag the handwritten text and drop it inside the square. See pics attached.
Is there a fix for this? On another forums they said that the note and text need to be "grouped" together in order to move it around but they don't explain how to do the "grouping"?
I'd appreciate any help, Thanks.

First select your sticky note by tapping-and-holding down your finger.
Next tap your handwritten text (holding down your finger allows multiple selection).
Both the sticky note and the handwritten text now show a rectangular selection frame.
In the contextual tool palette, tap the left button to open the Align Options, and tap the "Group" button.

Hi, thanks for your response. Unfortunately when I follow your instructions I don’t get the tools that show on your photo. See the choices I get on photo attached.

Your sticky note is not selected. It should have the same rectangle shaped highlight.
So, first deselect all (tap on an empty spot), then tap on the sticky note and hold your finger on it (to activate multiple selection function). Next, with another finger, tap on the scribble.
With both selected, the popup palette should be like mine.
