Apple One Question of Apple One family sharing with someone who has no iCloud Account?

I am about to add my brother to my Apple One Family plan.

He once had an iPhone years ago. He's now an Android user with GMAIL. He doesn't remember his Apple ID or even uses an iCloud email address anymore.

What is the proper procedure under these circumstances to get him set up?

I take it I can send the invite to his GMAIL address, correct?

Once he receives and accepts that invite will he need to create a new iCloud account so he can log into Apple Music and Apple TV+?
