I always used mission control like this:

Swipe up -> Hover over window I want -> Swipe down

It now appears that mission control requires you to click the window you want, which really sucks.

May be just a bug, it can happen in the early beta.

What I recommend is report that to Apple, make sure they know about it.

Are you sure you don't mean Swipe up -> Hover window -> Swipe up? Because if it ends with swipe down, it doesn't work in El Capitan either.
