Receiving News App Push Notifications When All Are Disabled

Since upgrading to iOS 12 and macOS Mojave, I've been receiving push notifications on both my iPhone and MacBook Pro, and iMac, despite having all Topics and Channels notifications turned off. The notification settings appear to be out of sync between my devices too.

Is anyone else experiencing this? Also, do the notification settings across platforms not sync?
