Restart, Shutdown Keyboard Combo at Login?

Hello Apple & Mac friends, is there a keyboard combo to make the 'Shutdown' & 'Restart' appear when at the login (upon booting up)? Because, sometimes you want to restart it but it's already on the login in, if you do a hard reboot by doing a hard downdown using the power button, it might corrupt the macOS?

If there is none, is there a Terminal command to make 'Shutdown' & 'Restart' appear on the Login?

Thanks it's already On (it's when Switching User), is there one when at the login after a reboot (maybe it can be made to display via a Terminal command)?
