with this method i can only upgrade to ios 14 (from what i see on screen)
I think the issue there would be apple no longer signs versions of iOS 13 so it would be impossible with normal methods. Sorry for the confusion.

it seems a very simple thing, is it really not possible to do it?
i just want this phone on ios 13

Yep it’s not possible. Apple stopped signing all versions of iOS 13 back in 2020 I believe. The only public version of iOS you can update to at the moment is iOS 14.6. You of course can remain on iOS 13.3 if that is what you prefer.
