I wonder if anyone else is facing the same issue with Safari 16 updated not too long ago. When you have video playing from any websites like YouTube. Try to resize the browser window. It lags, I don't remember in 15.x has this issue.

Reset and cleared cache, same issue.

It may depend on the content, a blank window does not lag (about:blank)

Same, but compare to other browsers.
No need, the problem is obvious. I’ve noticed it too a few days ago while resizing a YouTube window. But I very rarely need to resize Safari, most of the time it’s a fixed 40% of the screen window :)
The debug menu has some Drawing/Compositing Flags that you can play with.

Just noticed this myself but it's much worse on M1 Macbook Air. Resizing Safari 16.0 when browsing yahoo.com is a stuttery mess. Thinking about rolling back to Big Sur 11.6.7 to see if it was something introduced in Monterey 12.6.

No, it was introduced by Safari 16, regardless of macOS version. I am on Big Sur 11.7 (20G817)
