All Devices Safari bookmarks sync, when?

For reference, if I update a Reminder on my Mac (running Catalina), the change will appear immediately on my iPhone. The same can't be said for Safari bookmarks. I'll make changes in Safari on my Mac, and they will eventually show in Safari on my iPhone. But it could be hours. In some cases I didn't see the changes on my iPhone until the following morning. Any ideas why bookmark syncing seems to take forever? What am I missing here?
