I have Safari set to always open new windows with a private window. Works fine when safari first opens. But if you close all windows and don’t actually quit safari, when you click on safari in the dock it will open in a normal window (not private). Is this a bug or as design? Or am I totally stupid and missing something obvious?

Steps to reproduce:

Safari > Preferences > General > Safari always opens with: A new private window

Close all safari windows by using the red X. (i.e. do not use cmd+Q). This should leave the app running in the dock. Now when you click on safari in the dock it opens a normal (not private) window.
