Sawtooth running Tiger will not go to sleep on its own

I have a 450mhz Sawtooth running 10.4.7.

I have always had it set to go to sleep after 3 hours of inactivity.

It will never go to sleep on its own. It will go to sleep fine if I go to the apple menu and tell it to do so. But never on its own.

Any ideas why?
