iPhone SE (2016) SE 2020 and iCloud Update - Size

Friend has a SE 2020 and recently wanted to upgrade her iCloud from 5gb to 50gb.
Goes in selects everything.
Ends up asking for a payment option. When entered, it comes up with “cannot update payment information at this time”.
All the info is right, no changes ....

Am I missing something simple?
Or is Apple having issues?
