second monitor and spaces

I have cut the cable cord but like to watch streaming news on my second monitor. I would like to anchor an app (Safari) to a space on that second monitor and keep it tuned to a streaming channel. I am pretty certain I can't do this directly - I've researched it a fair amount - but is there any APP that could do this? Advice?
