A while ago (few ios versions I think) - I found a setting that set any new app that's downloaded to have it's cell data turned off by default. I was out and about today and couldn't figure out why an app I just downloaded didn't work until I found that the cellular data was turned off for it (I literally downloaded it while I was out).

Anyone know where this setting is in ios 13 and how to turn it off

Never heard of it. I would assume everything would have cellular access unless turned off manually.
