Shortcuts file restriction

I think this may be a privacy setting or other setting, but I just can't figure it out. I am making a simple shortcut to open an existing spreadsheet from a particular location. In the Shortcut app, under Numbers, I use the command "Open spreadsheet". The only thing to enter is the file name. When I select a file from my desktop location, and then close and reopen the shortcut, the file field is still blank. However, when I select a file in another folder like Documents, the file location is accepted, and the shortcut works. I can't figure out why the Desktop location is not accepted.
